libclapack3 software package provides C Library of FORTRAN linear algebra routines - shared version, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libclapack3
libclapack3 is installed in your system.
Make ensure the libclapack3 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libclapack3 *
You will get with libclapack3 package name, version, architecture and description in a table
